I like to think she's saying this while you're still in Haven. All the nobles and people in positions in power are looking at the Inquisition like "they're so cute, they want to fix the world." So you're just lucky if people sign up to join, let alone you weeding out that one guy that can't run fast enough. Maybe that explains why all these agents RUN SO SLOW OMG!

Well, as some Katari said, that inquisition thing must be really desperate which is apparently the case. Qun people are wise as they speak blatant truth.
What's wrong? We're great! Though Katari is a mercenary Tal-Vashoth, those that leave the qun. He forges his own path.

It reminds me of the part in Mass Effect 2 where the criminal organizations are recruiting every wannabe gangbanger they can find to get slaughtered as a distraction while the big shots go try to take out Archangel.

I always respond saying "Oh, wrong report. For this mission we sent brand new initiates with the worst armor and weapons we could find."
On this mission, we sent out Phteven, Some drunk hobo we found in the ditch in Crestwood, Moon Moon, and someone who almost managed to win a fight against a training dummy. If they succeed, our mission is accomplished and it'll strengthen the inquisition. If they fail, we've added chlorine to the gene pool and are strengthening all of Thedas
Just a side bar but it bugs the **** out of me when people say, "incidences". So every time I hear that dialogue I want to throttle her softly.

...and that message is that the inquisition has 12 agents that they send out in teams of four, but that these agents, unfortunately, are often bested by a lone druffalo before they even can begin the fetch quest they were sent out to do.
