Well, they make apartments out of shipping containers these days. That's kinda like prefab buildings.

Anderson's place looks like it's a Modern Architectural style pad. That would definitely be a style I'd like to have, especially with the fireplaces, and poker tables, and fully stocked bar, and book shelves, and waterfalls, and rock gardens, and well I'd just like a place in that style one day.

It really isn't difficult to build any of the housing we've seen in Mass Effect. especially in the first game, where most of the habitats were effectively shipping containers with a bed in them.
It just requires the money, architectural plans and blueprints, and permits to do it.

As an architect, there is nothing special in almost any ME locations. All of them are buildable.
You need ofc one thing, lots of money.
Hire, architect, show him/her what you want and I'm sure you may get even better place
