I've seen skills that say X damage at Tier 1, Tier 2, Tier 3. I have no idea what tier I'm at, and no idea how to get to tier 3 damage. Help.
How to get Tier 3 skill?

Those are focus abilities, you need to unlock the higher rank focus perks (Advanced Focus , Master Focus) in the Inquisitor Perks under Forces (Cullen) to enable them.

Okay, and I'm lv 12 and I have no idea if I should either continue with side missions or just go to Emprise Du Lion or Elven Glyphs. I've been doing quests in the exalted plains for now and just about done storm coast.

this areas (Emprise Du Lion & Elven Glyphs & Hissing waste) start from lvl 17 or 18 (so enemy there is to strong for u), i suggest get to lvl 18 before, hissing waste is stop the Venetory mission

I went to Emprise at Lv 14 and I was fine. Closing rifts and beating on Red Templars. I play hard not nightmare though. Might move to NM once I get a stranglehold on combat nuances.

I did the same. I suggest try it if you're up for the challenge.

Yeah, just remember that enemies get increased damage proportionate to your level. So doing EDP at level 12, is much harder than say 14. To the point where certain enemies one shot you.

I go to hissing wastes when I first get to skyhold. If you know where you are going and know the torch combinations, you can avoid all combat and still clear out the tombs of fairel bar the final tomb which requires you to engage in combat to get the map pieces. I did it at level 12 on NM. Went back later to clear the rest out. If you are still too low.. go to regions where you have not been yet.. crestwood, fallowed mire.. forgotten oasis.. get some levels on you.

I remember going there on my Tempest at 12. Any tiny mistake = dead.
I think Emprise enemies have a min. level of 16, meaning at level 12 they do +50% damage to you. It's ugly.
