Yes you can. You'll need Silverite, which can be found at Emprise Du Lion.

No, you need dales loden wool in the primary slot to remove class restriction. It is a light armour schematic.
OP, have you tried dalish scout schematic. It's much easier to obtain earlier in game and with snoufleur skin can be worn by any class. Snoufleur skin is also the easiest of the three classless materials to obtain early game
