I cannot think of a reason why this important woman, who takes her work very seriously, would walk around with important papers on her clipboard with a burning candle resting on top.

No way in hell will this get addressed, it's too minor. But that candle always struck me as being rather hazardous.
It wasn't that long ago that christmas trees had candles -folks risked their house for that luxury. I have to agree with Xhaiden -Ben Franklin had something similar -it fits.

I believe it does. I saw something like that in a cutscene where we see a different angle of the clipboard.

Do you honestly expect Bioware to pull something like that up? Especially when they don't allow you to swim in this new open world that they gave us all to enjoy? Besides if you zoom in on the red candle you clearly see that it is melting from the texture.
It's clearly not a magical candle...
