I am at the part of the game where I need power. I need 30 power to go to the Winter Palace and 20 for Here Lies the Abyss. Everyone in my party is currently level 9 and I have 10 power. I have no clue what to do. I need power but I am running out of quests. I use power on more locations but then I come across another problem. I am underleveled. I need levels and power but my quests are getting low. I don't know what to do. If I can get some tips on progression, that would be great.
Thanks!

Visit other unopened maps and do the quests. Here's a guide on map levels.

Don't be afraid to visit other locations like "The Storm Coast", "Exalted Planes", "Forbidden Oasis" "ETC" available on your WAR TABLE. Go to these locations and feel free to explore and do random missions and portal busting. Before you know it you'll get 30 power in no time. I got my power roughly at 200 as an example for one of my characters. I can go any time.

Pretty much everything you do nets you power: quests, setting up camps, closing rifts.

Hinterlands should get you to L12 if you do every damn fetch quest, then hit hissing wastes, should net you 1-3 lvls, fire into the main story to get skyhold after that. You should bbe L15-19 at this point you should have 500 power, i did.

Fyi, ignore those requisition quests, waste of time for 1 power and you lose craft items

But...but...achievement!!! Because those actually mean anything at all. *sarcasm*

Filling requisitions also nets Influence Points. Agree it's best to skip ones that consume raw materials you might want later, but there are others that take useless stuff or easily replenished raw materials - like iron.

The Western Approach is a good place to go after you get to Skyhold. Level 9 is pretty early to even be thinking about the Abyss and the Winter Palace.

I don't know what you've unlocked, but at level 9 you should be able to do a lot of stuff in Crestwood. Western Approach should also be doable, as well as Emerald Graves. Possibly Exalted Plains and the Fallow Mire. Emprise du Lion and Hissing Wastes have some higher level enemies so be careful about going there, I wouldn't unlock them just yet. You can also get a lot of power points by closing any rifts you come across, some will give you 2 instead of 1.

Go to the areas you've already unlocked and accept requisitions.  It's dull, but it should help you get power.  Good luck!

If you unlocked high level areas too soon, all you can do is do requisitions and get the power to unlock lower level areas.

True but the pickle is I wouldn't do the whole area in one setting and go to other places with tolerable levels around your characters range unless your with good people online that can help you out because some portals are 8ish to 12ish and these can be hard to bust solo so since usually I would be at 6ish so I would go elsewhere like the coast, see what levels you muster from doing stuff there (missions, tents, portal bust, etc) then when your 8ish head back to the hinderlands, do more stuff until you feel the enemies are to high go to a third zone or a story mission. Story missions have a level cap (would tell you suggested levels to survive like 5-7) and usually gives crazy levels in the process (2-3 depending?)

FYI to the FYI i wouldn't sell the whole requisition quests short. Sure your getting one power for what you turn in and don't factor in to helping you story wise or anything but I swear crafting material eats up 90% of my inventory so dumping it on crap because of "accidental pickups" (trying to jump over rocks but picks up a obsidian x 2 instead) or "just picking it up" does help clear room in my inventory to pick up gear to make crazy bank or get my crew better juiced.

I have Skyhold. I think my problem was I was unlocking high level areas before the lower level areas. I unlocked a place filled with level 12 enemies, for example. I will just do everything at Cresthold and Hinterlands. I did everything at Storm Coast. I am also doing stuff at Western Approach.
Thanks for the help. I didn't really know what to do and I was confused.

pro tip get your mages dispel for the portals, 2 mages can remove 90% of the threat you face, then you can become a facepalming portal SOB :) easy power/inf rewards..
