I had some problems concerning accessing in-game cerberus network (right laptop on the main screen).
First, I thought that's a firewall problem. EA support told me to open
the ports (Kaspersky Firewall and the router's firewall):
TCP 42100
TCP 15200-15300
TCP 9945-9994
TCP 80
However, it seems to have no effect. Anyhow, 'nice to know the ports.
What did the trick was (at least in my case, but not well tested):
Adding masseffect2.exe explisitly in Kaspersky Internet Security 2010 in "Trusted applications" with all suboptions enabled
("Trusted applications" is found under Settings -> Options -> Threads and Exclusions -> Settings (Exclusions)).
I don't know if this helps. Can't tell anything with respect to diffrent Internet Security software packages. Don't blame me if it doesn't work for you.

My firewall is turned off and I'm using AVG's free antivirus. I've added MassEffect2.exe to the PUP exceptions and even to the excluded files in resident shield and still can't authenticate. I added those ports to my router and I also checked my disabled firewall and ME2 has been automatically added to its list to allow traffic. Still doesn't work.

in my case it worked, timeout errors are gone, I can login from in-game. It seems that all DLCs are there, I redeemed them via the web-page and installed them on Jan 30. Since today Feb 4, I can connect to the cerberus network without disabling all the Kaspersky Internet Security (Firewall and Virus-scanner).
Point of my post is: maybe the problem is caused by the local Anti-Virus software rating masseffect2.exe as some malware by heuristic. Thereby, all the trouble might not be completely caused by the mass effect 2 developers - I can't judge this. However, I also want my Anti-Virus software to take-out possible threads, i.e. Kaskersky Internet Security did what it was supposed to do.
So if your willing to take the risk, turn off your internet security - having only a minimum of other programs running and switch off each of your firewalls one after another. If you still get timeout errors, then it's probably not your firewalls and Anti-Virus software. What next - good question ? - contact support.

I even undid the ports that you suggested and removed all exclusions from my antivirus and it still works.
Seems ECN is the culprit. I have windows 7 64 bit btw.

Sorry, I forgot. There was yesterday or two days before that respective post you menioned. However, I'm using Windows Xp x64. Your solution does not work with Windows XP as far as I know. There is no respective network option to set in XP using netsh. (However, I'm Unix guy and Windows I use only for gaming, so don't expect too much.) I also didn't leave the ports explisitly enabled in my firewall.

Same here with a retail CE copy. I assume it is just a glitch? Or am I missing out on something?

I get past the part where it asks me to 'press any key to continue'. Afterwards I get prompted to "continue" or "cancel" to activate my Cerberus account, at which point it proceeds to a infinite 'Please wait' screen with a giant logo of the company that launched me into this never-ending purgatory.
I've got a Physical CE edition for PC, with the CE DLC and Cerberus codes (along with DLC) redeemed on my bioware account and installed in the game. I run a 32 bit Win 7 system (installed on a SSD, if that matters) with a 2.66 Ghz Core 2 and more than enough RAM, space and GPU power.
Already tried rebooting, reinstalling, trying without DLC installed, running as admin, and none of those methods worked. Though I haven't tried anything to in-depth in terms of tweaking net options in windows.
I've already wasted my precious Friday messing around with the settings and trying find an answer in this prohibitive forum (with no God D@#m Search Function).
I guess it's my fault really, I should have assumed that everything released on launch day doesn't work for PC and just wait for all those eager hackers and modders to fix it. No-CD, no insipid registration, no asinine accounts, no bloody net connection required; I sure do envy those pirates.

I have this same exact issue and would really appreciate a resolution before the next wave of DLC comes out. I should not have to pay an extra 15 dollars for something that I already have paid for. As above, I have the current DLC already available, but because I cannot access Cereberus, I will not be able to add more when it comes out.
I'm in the same boat with both of you guys. I had assumed that I would have access to my DLC for download whenever I needed it through this account. If I want to install this game on my laptop I should be able to install it then redownload the DLC through this account.
I actually saved the installers for the DLC on my desktop because I knew this whole process was going to get FUBARed at some point.
