Tried entering it in any permutation, upper and lower case, with or without dashes, on the social.bioware.com site and in-game, and nothing seems to work. I don't know if this would have made any difference, but I registered the game on social.bioware.com before I attempted to redeem my code.
Any main-page update as to the status would probably be a good idea. Something along the lines of "We are aware of the problems concerning the Cerberus Network activation and are working to find a solution as quickly as possible. These errors can include "Code already in use" and Login timeouts. Thank you for your patience."
Instead we have to crawl through the forums (which document many other issues, which thankfully I do not have to deal with), and attempt to find the one Dev/Community Manager who will actually post an update. Although this update usualy consists of "It should be working now. Try again."
When I come home from a long day of breaking video games, I'd like to play one that works. Things happen, and I understand that, but you gotta give your userbase some sort of update as to what's happening other than "It'll be fixed later/It should be fixed"
I guess I'm just venting my frustrations now, as the game is playable without access to the Cerberus Network. So far it's been good, I just hope that tomorrow everything is working like it should.

POSSIBLE FIX
Pulled this from another posting on the forum: I hadn't used my Collector's Edition armor and weapon DLC code because I thought they might pull the same thing the Cerberus code did, but another post on the forum said that doing this fixed everything. After I input my Collector's edition code my Cerberus DLC was magically fixed as well.

I already played a little around with the firewall and i-net-security settings, but no luck so far.
Even deleting and reinstalling the DLM did not work ... i'm seriously pissed at the moment!
It's not the first time, i still can't download several DLC for DA:O (edge and CE work, BDA and everything else not). I payed for that! so gimme!

Haven't had any luck with this yet. Last night when I tried again, the game would hang indefinitely when I tried to enter the activation key. This morning, it's back to informing me that 'The product key I've entered cannot be used to activate the game'.

This worked for me too. I entered my Collectors' Edition code at social.bioware.com/redeem_code.php, downloaded and installed everything, went back into Mass Effect 2 and Cerberus was up and running.

I haven't read about anyone having this specific problem and to be honest I'm worried because this isn't just a server time-out or an error message. At this point I have no Cerberus and no Collector armor and I can't even use the Blood Dragon armor because I can't redeem my Cerberus code to log into it. Awesome.
I have read posts where people take issue to other people complaining. Telling them to give Bioware time to fix it. I agree to a point, but I payed 70 bucks for the CE and as a paying customer I want everything to work straight out of the box. This wasn't a bargain bin game by any means. We need more squeaky wheels so that Bioware gets the point.
On the plus side the game is totally sweet and I am really enjoying it so far. Def. a 8-9/10 for me.
But seriously. Get your **** together Bioware.

Would have been better if, for the Collector's Edition, they simply gave you another install disc with everything you needed.
But somebody had to go and be brilliant and use all of this fangledaddied internets.
Funny that they simplified the game by over 9000 and then went and complicated the install.
No one's perfect, though, and the game is a lot of fun!
