Just curious if anyone has been able to get this without having sided with the Templars?

Nope. It is a static location item as far as I know. Could be wrong of course but am pretty sure that it is only found in that mission.

The Templar's have a the seeker shield schematic vs the Mage's and the wave blade schematic you can only find them in the missions to side with them.
