There is only one specific occasion in which the Claymore is a better choice than the Piranha, and that occasion is that you have unlocked it.
In what cases is Claymore superior to Piranha?

GI and Turian Solider.

Hey OP, one quick point here, TC damage boost applies for 2.5 seconds after breaking. ie. you can empty the Piranha clip (or most of it) with that damage boost.
Shotguns are so far and away the most powerful weapon class in this game, all the shotguns mentioned in this thread are very powerful. Personally I like the Piranha more than the Claymore, but both are quite good.
The reality is, the Raider is better than the Claymore for taking out single targets. The Piranha is better suited when encountering a spawn that has started to separate, although the Venom is the best for this. The Reegar is an abomination vs all non armored targets (unless played on higher frame rates , then it is absurd vs everything)
In the hands of GI, IMO the Piranha is the most effective shotgun, the ROF increase really makes it shine.

i.e. Batarian Soldier - tried the Claymore once....Piranha and Ballistic Blades killed faster

I think it depends more on play style. If you're getting right up in enemies' faces and fighting, I like the Piranha better because it lets you get more shots off more quickly. For me, the Claymore performs best at mid-ranges when you can aim well. Enemies never get a chance to get close to you.

Actually, the Batarian Soldier is the only class that I always use the Claymore on.

Look up a video called 3 induction ports, one cup, and you'll see a special type of facepalming. Err, maskpalming.

I would look this up, but I am too afraid that it actually exists.

When possessed A-Bomb is standing close to teammates and I'm quite a distance away the Claymore can get the job done, where as I could pee with more accuracy than the Piranha from the same distance.
Vid please.

There is the rare occasion when that 0.3s makes a difference. For example, my Batguard with a Piranha has the perfect cooldown to Charge->Hatesurf->empty the clip and be off again. Claymore's just a tad slow to get into my rhythm. But BatSol? Claymore all the way.

7.
I am rather trying to find a case where the Piranha is better than the Claymore. I can't find one at the moment.
1. piranha guarantees headshots due to recoil.
2. piranha can (and in many cases, will) kill more than one target be4 reloading.
3. reload canceling every 1 second isn't exactly the most fun thing to do. (dependent on the player tho)
4. more shots on the same target means he's more likely to be primed for combo if you're using incendiary, cryo, disruptor ammo
5. missing a shot isn't so big a deal on piranha.
6. If you're using adept/engineer and you want to keep your cdr (and please dont tell me cdr is overrated. piranha Has advantage over claymore in some area and that's what I'm saying)
7. If you're using kits with fire rate/magazine size modifiers, eg marksman eg devastator mode

Things that piranha does better than claymore:
1. piranha guarantees headshots due to recoil. Claymore guarantees headshots due to my aim
2. piranha can (and in many cases, will) kill more than one target be4 reloading. So does claymore, L2piercing
3. reload canceling every 1 second isn't exactly the most fun thing to do. (dependent on the player tho) At least you admit to being subjective here
4. more shots on the same target means he's more likely to be primed for combo if you're using incendiary, cryo, disruptor ammo Each pellet counts as a single bullet. 8 pellets per shot is more than enough
5. missing a shot isn't so big a deal on piranha. Sounds like a L2P problem
6. If you're using adept/engineer and you want to keep your cdr (and please dont tell me cdr is overrated. piranha Has advantage over claymore in some area and that's what I'm saying) CDR is overrated
7. If you're using kits with fire rate/magazine size modifiers, eg marksman eg devastator mode On the other hand....double shot sniper claymore

Moreover, any argument you can make in favour of Piranha can also be used for the superior auto shotty, Raider. Claymore at least has a niche and that is BOOOOMMM
