Talk with the C-Sec officer (Bailey) that is by the entrance of Zakara Ward. He's the same guy you talk to to get yourself reinstated in the system after the alarms go off because your listed as dead. If you have Thane with you you'll be given an option to talk about his son and Bailey will send you to the middle man dealing between the client and Thane's son.
