Honestly, it doesn't even need that much more ammo. Nothing wrong with treating it as semi-auto. It's fine up to Gold Geth, would need about 10 more ammo for the other factions.
It's fine vs all factions, but you do need to switch up your approach vs various enemies.

Here is what I usually go with. I take the Cyclonic because with full Energy Drain on Geth, or other various assorted Shielded or Barriered targets, you can get rather facetanky, and sometimes that is just what the situation calls for. You can also use Adreneline Mod or even Power Amp, it really doesn't matter here.
Vs Geth, you can simply Cloak > Energy Drain > Shoot Shoot Shoot. Vs Reapers and Collectors, there's a lot of heavy Armor targets, so Cloak > Shoot > Proximity Mine > Shoot Shoot Shoot for grorious Fire Exprosions. Vs Cerberus, you have to mix it up a bit more, but it's certainly doable as a sort of "middle ground" between the other extremes. Do be on the lookout for Collector Captains, Marauders, Centurians, Nemesis, as these will be great Energy Drain targets to boost your Shields. There's no reason you can't disengage your current target to cast an Energy Drain in their direction, even if they aren't your primary concern atm.
I usually pulse it to 3 or 4 bursts per magazine, but sometimes I will tap it a bit more frequently. It's an extremely versatile Sniper Rifle, in that as long as you respect the ammo capacity, you can fire as little or as much as is needed in any given situation. Black Widow, for example, I see a lot of people using because "Black Widow is good and I am the King of all Snipers now because I have it" but with the long refire time, they must make every shot count, but they never do. CSR is more forgiving in that regard, because you can simply release the trigger, adjust your aim, and resume.
When I don't Incendiary CSR, I Disruptor Ammo Valiant, because that's always fun to beat Black Widow users with too.
