I am from Croatia actually but Deutsche Telekom bought our telekom company in 1998., infrastructure is abysmal (from 1998.) and i pay for that crap 30 euros...I know u have no problems you dont live in a colony

HT Telekom itself only exist since 1998 (war shot things to pieces)
From an investor perspective - Deutsche Telekom only got 36% share of HTT in 1999 and increased it to 51% in 2001 (to this day), because the state was bankrupt and couldn't invest in infrastructure. So decision taking in HTT automatically means involving policians and bureaucrats. And you know this can kill private business.
In Croatia HTT (DT) is represents only 46% of the market, VIP-Net=36% and Tele2=17%. So there are alternatives ... none of them can afford to dish out 150Mb/s connections...
HTT upgraded to all-ip only in 2010 - the country is a decade behind due to war. Data connections bring in only $6 per subscriber. There is simply not enough demand (ofc people paying for that)
Since 2015 you can get 225Mb/s in LTE (if you are a politician or functionary) or if you can pay it (but Mobile is not ideal for RT gaming anyway) - recall HTT was the first country in Europe to offer Cloud Services to business.
Prognosed growth from industry reports is extremely slow for wireline and cable till 2020. Growth=Dead. In contrast Estonia, Hungary & Romania, Latvia, Serbia develops faster.
Broadband = 1.5 m people in 2016 only - Cable and Wireless will not even light a cigarello for such a small number of subscribers.
The Average Croatian is only willing to spend only 10.75€ all in all.
Compare that with other countries (Canada = $47, Japan = $36, Greece =$11.54).
So there are simply not enough paying demand for >4Mb/s
