There should be added functionality of face import to the Keep... I really would not like to have to create my Inquisitor in DA4... and I really would not like to create Hawke for third time...
The Keep with face import functionality would be great!

No. As it has been said before, the amount of choices typically involved in imports severely restrict what BioWare's writers can do in their games.
I'd rather give them complete freedom to write as they will than to retain this sense of continuity between games that, at least to me, has felt somewhat shallow and unimportant in some cases.
More than likely, taking the shortest and easiest path, The Keep will be used to select the choices made in DAI to import to DA4 and we'll most likely start with a new fresh character again.
They did say the plan is one PC per iteration of the series.

People always say this. I'd like to know, has a Bioware writer ever talked publicly about feeling restricted by save imports?

Do they have to?
The more decisions the player is allowed to make in a game, the harder it'll be for BioWare to acknowledge it all. Then, you factor the possibility of those choices not being limited to X and Y and suddenly you might be multiplying the number of instances a decision can be made by 3 or 4. That is a huge amount of outcomes to account for.
It comes to a point where a game either has too much to import or they cut the amount of divergent content in order to be able to account for all of it.

I understand that, but I've never seen an indication that writers at Bioware ever felt this was a problem. People ask to remove save imports as if it will remove some great weight from the writers' shoulders, but if they aren't feeling that weight, then that sentiment kind of rings hollow.

Well, I sort of doubt any of Bioware's writers would just come out and say "well, this integral feature of most of our products is actually a giant pain in the ass and I'd step on a puppy if it meant not having to deal with it anymore", not while they continue to implement it. Just like none of the gameplay designers would come on the boards and say "yeah, jumping is for damn idiots, also, sorry for all the mountains". There's a certain amount of "party line" they have to adhere to.
So regardless of how they feel, we won't hear about it.

They might not see it as a problem not because it doesn't restrict them, but due to how BioWare are satisfied with their current approach to the point where those limitations are not an issue to them. And that's fine-- I simply don't agree with it.
Plus, it should be noted I don't find it particularly likely that they'll come out and say they're not happy with how the import feature puts them on chains, regardless of their feelings on the matter.

Import is a terrible idea. Honestly let all the games choices be in that game itself. As long as imports exist we will keep having watered down games sicne devs have to factor in soo many variable which keep getting carried forward. SO have a choice and their consequences be in the same game as this will allow easier and a LOT better continuity and will allow devs more freedom to write a story.
A and b same for everybody, just how we get to it be different due to choices.
