If Leliana becomes Divine, the mages are willing to stay with the Inquisition if conscripted and form the Bright Hand, a society which shows Thedas the best of mages.

I could imagine nervous over-protective Templars shadowing the Inquisitor everywhere because Cass threatened to castrate them if even one hair on her Quizzy's head is out of place. 
In my ending some Templars returned to the Chantry under Viv leadership, and the ones who stayed became the core of the Inquisition army.
So its a win win ending for me, the Templar Order back in businisse and the Inquisition in boostered by the majority of the Templars from the former Order.

You have to conscript the mages. If Cass is divine, they willingly join the circle and seek more reforms but this causes a shadow war between likely loyalists and liberatarians. Meanwhile, if you conscript the mages and Leliana becomes Divine, the mages remain with the Inquisition to form the Bright Hand which shows Thedas the best of mages.

Provided they don't hunt down more Warden mages, they may be permitted. At least I can send them to be eaten by genlocks. Too bad they don't exist because the order was destroyed when they became red templars in my games.
