Regarding the halla statue in the kitchen rafters: look at the walls, you'll see two or so suitable furniture configurations to jump up and then walk along the rafters to pick the statue up.

Oh, and as for the halla statues and hidden documents... I decided to give up on finding all of those after losing too much approval wandering inside the palace. It didn't seem worth it at the time and I turned out to be right about that since none of it was needed in the end.
I thought the formal wear was pretty nice, but I'd have preferred seeing at least the option for female Inquisitors (and party members/advisors) to wear dresses. I'm kind of sick of seeing unisex clothes in situations like this, but that just comes down to personal taste, so it's not a big deal.

Haha I'm on my third playthrough as well and just started this.
Regarding the attire - at the start, I had Cullen and Cassandra standing next to each other complaining about it.
So maybe it's, I don't know, purposefully kind of meh?

That's funny XD I hadn't noticed they did that. I'll listen for it next time I play
As to what the OP is saying, I think you're safe ignoring that one halla, considering that I believe there aren't enough hall statues to unlock everything anythings. So once you get the amount you need for whatever door you're focusing on, you wouldn't necessarily have to worry about the rest, seeing as there's (I think) not enough to open all the doors. But I can definitely understand if it's for completionist reasons. It would be nice to be able to collect everywhere.
And yes more outfits would be great ^.^

The only halla statues that are worth collecting are the last five; to open the door before going to close the rift and discovering the duchess plan. Opening that door you'll learn of the queen's secret, gaining the option to have gaspard, briala, and the queen all work together.

The saddest thing is, you only get 11 hall statues, and you need 12 to complete all sidequests and get one of the best rulers(Celene+Briala): 1 statue to advance the quest, 3 to get the locket, 3 to get into the lower garden(with Varric, caprice coin and Sera's Red Jenny Cache) and 5 to get into Celene's bedroom(last caprice coin and last secret for Leliana). I only ever found 11, so no lower garden for me, and I can't finish the caprice coin sidequest, either.

As I said in the other thread about this topic: I liked the area and the whole concept of this part. The timer felt totally artificial and tacked-on though (plus, I hate timed missions with a passion). I'd have much preferred guards patrolling those off-limit areas to a silly timer messing up my exploration.

I just stand on the table and jump while pressing the button to grab the Halla.
But if you're worried about losing approval you can rush through the Servants Quarters and Library quickly, do the objectives, and before you go to the Royal Wing if you return to those areas to get the things you missed the approval wont drop. At least it doesn't in my game (PC).

What I wish they had done was allow you to use your companions to complete your objectives. I never could find Varric in my playthrough even though I brought him with me and then just found out he's off behind a halla door, doing his own snooping. They should have expanded that more and have each companion you bring with you have a specific way they can aid you in completing the mission. For example, Varric could snoop around, allowing the Inquisitor to put in more facetime at the ball. Maybe Sera could have some Red Jenny connections that allows her to get some of the neccesary dirt on the three leaders. Vivienne could introduce you to specific nobles and help you gain their approval. Iron Bull could size people up and point the Inquisitor in the direction of people harboring secrets. Etc, etc.
I think it not only would have made for a more interesting sequence, but it would have increased replay value as each companion brings a different contribution to the overall mission.
