I think the game works pretty well till Skyhold. But after reaching it, once all areas are accessible, the game's biggest problems begin. The complete detachment of the main story and villain from the world. There is no pressure on you, no sign of threat. And it's not only the main story. Josephine being the target of assassins? Better start spending weeks wandering through the various worlds. The modular semi-open world approach just doesn't fit well with the story pacing.
And alas, this is where we simply needed a more substantial and lengthier mainquest or preferably some more main-story central plots to the exploration areas. Aside from the character recruitments and some of the personal sidequests there are more than half of the exploration areas that are not used for any main story content at all, and to me that's a pretty big problem. Sure they all have some notes lying around about Coryphenus and the effects of Red Lyrium or Red Templars or Venatori. That doesn't really add a whole lot to the overarching plot to be honest.
The spine of inquisition's story needed to run across all exploration areas in its major beats to some extent at least.
I also think consensus tells Bioware that their next objective is to create a game that balances exploration and nonlinear progression better with story-driven and cinematic content. That's kind of my takeaway with this game. ME2 was near-perfect in my opinion. It had a straightforward plot which was not good, but everything else, the player agency, the pacing, the sound design and mission length and world building -- all that ****, it was GOOD. They should use that as a template.
