Probably wouldn't be so bad if the schematics had a minimum tier level dependent upon the level of the area in which the chest is located, even though they're random. Meh, I'm not keen on getting crappy T2 drops, etc. when I'm level 20, but c'est la vie - this isn't exactly one of my major pet peeves.
so....what exactly was the modus pensandi behind gating schematics behind RNG?

no more than any other synonymInquisition has a major problem when it comes to overlevelled for the main plot missions and/or areas, since the obvious need for gamers to do and explore everything tends to mean you're often several levels above what's necessary and then end up being stuck with loot drops and schematics that have long since become obsolete. I wish that they'd made the scaling more balanced.
And on a similar note, I kinda wish that they'd implimented something similar to DA2, where you had some items that were levelled when you got them.
Still, wouldn't modus cogitiandi have been more accurate?
(And we're arguing latin, this is rapidly becoming far too nerdy, eh?)

you know what burns me is that pc gamaers can easily give the feature to themselves in an honest way ( without just maxing everything out)....and console players get stuck because tho the feature is very easy to program (according to bw) Bioware can't be bothered apparently because it does not fit the idea of how the game should be enjoyed......Heh - well, that's not on my list either, but it would be nice to have NG+. Certainly not like I'd complain if it had been implemented.
Suddenly I do not feel bad about exploiting....at all

Well, I don't know if "easily" is quite right, but for an engine that was supposedly impossible to mod, modders have been making a surprising amount of progress in a short period of time.

I was surprised Josephine didn't have a perk that made the Skyhold vendors sell all/more if the Tier 2 / Tier 3 schematics. I think short list does that a bit. But it is still random as all hell. More schematics in vendors and a Black Emporium mirror would be amazing to have. I'm afraid they are going to put them behind paywalls tho.
for 5$ get the Inquisition master merchant Bodahn; includes 9 new schematics and all the ones currently in the game; he also brought a strange mirror from Kirkwall; keep your Inquisitors gear and looks up to date!

Heres my solution make the Black Emporium 2.0 and with it add new hair/facial hair options for all the races including our Qunari's and maybe add face codes for easy creation and sharing and with it add a merchant that has every schematic available to purchase Tier 1 to Tier 3 as well as new armors and Weapons unique to the different races.I was surprised Josephine didn't have a perk that made the Skyhold vendors sell all/more if the Tier 2 / Tier 3 schematics. I think short list does that a bit. But it is still random as all hell. More schematics in vendors and a Black Emporium mirror would be amazing to have. I'd buy it if we got more Dalish armor. Ancient Elven Armor from DAO, yes, please! Though that style seems to have been phased out in favor of Abelas' vacuum sealed armor. (Not that I'm complaining, mind you.)

I image part of it is that the RPG modding community is far more serious than the one for FPS/MP oriented games where modding is a bannable offence.
