I've finished the whole story, And Supposedly after the first events of Val Royeaux a messanger invites you (which he did) and you then have an option to fast travel to new (temporary) location; and once you do, the quest to recruit Vivienne begins, however to my stupidity I did not go there, and cannot recall if it even appeared on the map in the first place. As for Dorian, He was there but I guess it may have been my words of choice that ended up in me not having the option to unlock him for the party. Note: I also sided with the Templars. Not sure if that affects if they can join me or not. I guess the question is, CAN you unlock Vivenne/Dorian after completing the main story? (Spoiler) Cuz as you know, Solas leaves you at the end but i still haven't finished exploring everything and I need a mage.

I am not quite sure as I recruited them both as they became available. However, I know all the inner circle quests vanish when you complete the game, so you may not be able to get Viv if the marker for her party vanished. As for Dorian, he should be hanging around in the library upstairs in Skyhold, if you did CotJ, and if you speak to him, he should ask to join. Hope this helps.
