Guessing this is just a console issue...

Using L3 doesn't seem to allow for consistent sprinting. Is this an issue that both consoles experience? Is this a known bug?...or what can cause/fix this issue?

It is meant to be this way on my thread the Unofficial DAMP Feedback and Suggestions Thread. We have suggested that it should be changed so you sprint automatically out of combat. And can click it in to change your speed.

I have to re-click it whenever I interact with the environment (by which I mean bump up against something in the environment, including stairs) or perform an action other than sprinting. Otherwise, I don't have any problems maintaining the sprint, personally.

It's been nice playing the Evolve Beta some the last couple days, auto Sprint so my left thumb isn't sore anymore :)

Or just have the stick 'toggle' the speeds.

It's not so much as issue as it is design. It works this way on the PC when using the XBOX 360 controller as well.

And from what I've experienced in most games, sprinting activated by stick presses is usually a "temporary toggle" that resets back to default speed whenever you stop moving.
