Where can I find recipes for Tonics?

• Resistance tonic recipes are sold in Val Royeaux.
• Rock armor recipe is a quest reward for Sketch of Calenhad's Foothold treasure map quest in the Hinterlands,
• Mighty Offense tonic is looted in the locked hut in Storm Coast (you need the key from the wandering mage),
• Tears of the Dead recipe is received when you finish the Beneath the Mire quest in the Fallow Mire.

Where can I find the Wandering Mage?

He's a random spawn in the Storm Coast (he can spawn anywhere, so you just need to wander around).

You need to have entered the cabin at Apostate's Landing for him to start spawning (you may have to click on the locked door inside; I don't know).

I dont recall encountering him on 2 play throughs, will be doing a third one soon. 

 

Hopefully he shows. Is it completely random or is it within a certain area?

I have found the mage on the western paths, the far western ones, on all three play-throughs  so far. Basically leave the camp furthest to the west and head almost directly south. Will note that unless you enter the mages cabin and try to open the locked door the mage does not spawn, so you need to do that first.

 

But for the most part the mages just kites along the paths all over Stormcoast.
