I just finish another playthrough and I am looking through my collections and I see I have 20/21 songs. I am wondering if anyone would know where I would get a last song because I am not sure where to look?

Without knowing which song it is... that would be tough. Could try just hanging out in the tavern awhile. About half of the songs you discover just by hearing them sung by the bard.
Might also check with the bookseller in Val Royeax, he sells stuff that you missed in areas that are no longer accessible.
