I'm having trouble initiating the seeing red quest. I have talked to Varric in Haven, exhausted all the red lyrium dialogue options, and he still won't give me the quest. I have actually gone through all his dialogue options. Is there something required to get him to give you the quest?

did you exhaust all the other dialog options as well? I suppose. You could walk him (or ride) down to the hinterlands cave, then kill a ram or something. then return and try again. Saving the game and loading the game at points may cause a change.
I had that problem once but was able to ask about the lyrium again after some time. good luck with that

Miraculously, I now have the quest, even without discussing it with him! Looks like this quest is a little buggy, but at least I have it now.

Sounds like it was slow loading in and either reloading the game or, traveling fixed it for you.
