I suspect no matter who you support, Orlaise will eventually descend into revolution because even if you take the "Can't we all just get along?!" route, it is made clear at the end of the ball and in the epilogue that the peace is tenuous at best. In my opinion, Gaspard is a brute, but may be more useful in the future to the Inquisition. Celene is good for short term goals.

Actually, there is no sense of anything wrong going with Celene if she rules with Gaspard and Briala executed. However, Gaspard's ending outright says that the peace the Inquisition is causing from fear will soon end and a rebellion will start.

Also you have the ending were Gaspard rules unopposed and abandons the Inquisition and nothing is said about civil unrest.

Ironically enough I think his alliance with the Inquisitor created the very enemies it combats upon his behalf.

I suppose that would depend on the Inquisitor's actions that lead up to that point. In all my playthroughs, my Inquisitor and the Inquisition was seen as a stabilizing and a respected force that actually improved the lot of anyone associated with me.
