Crafting mats are updated once you level up. Around level 10 it'll add infinite T2, around 16 100 on each T3 and 20 the dragon mats.
I've never seen main armor T3 schematics at the vendors. So my guess would be that they need to be obtained "oldschooly".
 
Because there was a discussion about gaining gold: My usual method is chest farming the two T3 boxes in the perk locked door in Valeskas Watch. Depending on your luck (gold vs. items, item value, schematics) you can gain 60-80k per hour and collect all T3 schematics for free. After the glitch fix I haven't found a faster and better way.

The biggest issue I have is that you cant dismantle equipment. Crafting now requires intimate knowledge of every facet of the game, because once you use your dragon materials, you cant get any more. And if they happen to nerf a schematic or material, you are basically screwed.

 

It's not the limited quantity of the resource that's the problem, it's the severe limitations that exist even within the context of that quantity. You legitimately have to fear crafting an item, and that sucks.

Little update and some error from my side:

 

It seems that T3 masterwork armors are added at the BE schematic vendor once you reach level 18. Tested it yesterday with a character who hadn't done T3 farming. They cost ~ 20k each.

Notice that only schematics are added which don't require short list perk. So, for short listed ones (mostly the best ones due to highest ability slots) HW merchant still needs to be "farmed".

Exactly this. On my post-fix patch characters I've never crafted a BiS item due to the reasons you mentionend.

I play on console and usually use gold cheats as a way to buy stuff that I will otherwise never be able to afford. The Black Emporium for instance, has quite a few weapons and other items that price wise just aren't going to be of any use to me. I can understand why such add-ons would be pricier in-game, but removing the possibility of easily farming them serves no purpose to me. Gamers that want to earn them the hard way, will anyhow, and gamers who just want to try things out shouldn't be penalized for preferring a simpler path. Bioware has stated many times that they intend to allow player agency, so why scuttle this CHOICE????
