I have no idea what it's supposed to be. Mud? But it starts creeping on my characters legs ruining outfits I often ran around for hours getting mats for. Can that please be turned off? It looks odd.
I hope patch 4 gets rid of that stupid grey texture

You can turn your mesh quality setting down to medium to turn it off. No patch required.
