Oh great! I got both the Dorian quest bugs and Sera quest bugs in my main 100 hour playthrough. Good to know I can do them now! I also got the issue with the spirit/demon in the Exalted Plains, but I fixed that by just going back to an earlier save. Still, fantastic that those are all... getting... fixed... wait. Just a second. Aren't you forgetting something Bioware?

Even one of the ****** writers for his personal quest admitted to knowing about the bug forever ago on Twitter. So what the hell? Why didn't they fix it along with the others? Seriously going to have to wait for another damn patch?

But like... seriously? They're going to fix the rest of the ****** personal quest bugs, all of which I got myself... but they're not going to fix that one which I also got? BIOWARE, GO FOR 100%. FOUR OUT OF FIVE IS NOT 100%.

At first I read the patch notes and was like "Yey! Fixed Solas' quest!"

But then I read it again.. and I got the same feeling you do - this has nothing to do with What Lies Dormant.. it just fixes the demon in All new, Faded for her that sometimes (never happened to me tbh -.- I think it was a minor % of people who had this bug..) wouldn't spawn..

Still we won't know for sure until it's out.. maybe they are connected? but I doubt it...

I just got the war table quest triggered, which I think leads to "What lies Dormant". The one where Solas suggests to activate all elven Artifacts or so. I just activated one of the artifacts and then it was there, although what lies dormant wasn't triggered before. I'll report back tomorrow, whether that actually lead to "What lies dorman". 

 

Other bugged out quests have been fixed as well, had a bug where Dorian's personal quest woulnd't even start. That one suddenly started as well. So maybe try out your game again?

previously crafted armor will be affected by this

 

 

so to nerf crafting they made all armor and shields have 0 armor to punish players that did and did not use the glitch BRAVO BIOWASTE

"What lies dormant" triggers now. You have to find another artifact, use that, which should trigger the war table mission. Once completed, the quest triggers. Did it just right now.

I've read that if you click on an artifact you have already activated, it will also trigger the quest to appear on the war table.

I read that too. I went and tried it, going to the one in the temple in forbidden oasis. You can't reclick one you've already activated. They were full of it. So, again.

Crafted armor is not affected. It's limited to shields, and according to a couple of posts, it's just on the character sheet and in the inventory, the shields still function normally. I'd link them, but you'd just ignore it anyway, just as you have been in all 5 of the other topics about the patch.
