IIRC all the storm passives were working to begin with, it's just the tooltips are highly misleading. Gathering Storm has a low cap, Stormbringer is fine (the game itself considers lil' furry animals as enemies, hence that's why it shoots) and Conductive Charge has a +40% cap.

Okay, thax Jaeger. I read that Stormbringer does not trigger but according to you it works. Just have to try it out now :)

Any confirmation on this? I've never seen gathering storm working. What is meant by a low cap for gathering? That there's a cooldown on the cooldown reduction? It applies to every 5th hit? It does say 'each' but you are telling us the tooltips are misleading so I'd rather clarify. Do you possibly mean that the 0.5 second CD reduction only applies to one skill at a time? The tooltip has 'times' so plural meaning all to me, but those misleading tooltips.

I've been trying to find the post where someone tested it out, but can't remember who the poster was. In a nutshell:

Gathering Storm appears to have something like 3 second reduction cap, and to get there requires you to go through the relevant Attack cycles (0.5 second per cycle). It's slightly better for KEs as their Spirit Blade slash counts as an attack cycle. Overall, it appears to be working, it's just not very good.

Im on 150hrs of my 1st play through, and ive been Storm the entire time.. 1 or 2 of the passives i have not been able to tell if they work or not.. Still am not sure.. At 1st, i could see the .5 sec colldown reduc from staff attacks.. Ive never seen the interupt shock work, and the random lightning bolts im still not sold on.. Im also Necro, so the skills look VERY different, so its not as if im just losing them in the storm, so to speak.. I always open with my Nerco skills, so i should see random bolts here, or there.. Thats simpl not happening, and im no longer positive that the .5 cd is applying!

A large number of fennecs and halla that were in the wrong place at the wrong time can attest to the random lightning bolts working just fine.

As far as Static Charge goes, my understanding is that the problem has never been that it isn't working; the problem is that there is a very narrow window in which it can trigger. The issue is that all the spells in the game (as far as I'm aware, at least) are instant-cast. In Origins, some spells would have to charge up before they were actually cast, and there, Static Charge would have been useful. However, the faster pace of DA2 and DAO means that spells are all cast instantly, so spells with cast times don't fit the game. This means that anytime you cast a spell, there's maybe a one second window (or less) in which the enemy has to try to hit you for the passive to take effect. It's very difficult for everything to line up appropriately for the passive to trigger, so you never see it working.

At least, that's my understanding of Static Charge, and the reason I never take it.

This was my understanding of it - practically speaking, this passive is not really going to pay its way with anything other than Spirit Blade. I do think it works - I haven't tested it but I keep seeing random 'PARALYZED' indicators flash up when in the thick of it - but to be honest, my impression was that few people take it for its own merits. It's main use is to unlock Static Cage, as the other side of the tree is pretty dubious.
