This the exact kinda stuff that happened with Knights of the Old Republic Online, and the short answer is, Bioware isn't smart enough to care about the feelings of "individual" customers. Not realizing that we who bother to post here, are the very emissaries that drive a games success, having more power to sell copies than even bloggers.

Another thing theyre too stupid to figure out is that, being dead silent about everything, because youre too scared to make a mistake with words, is the worst mistake with words a developer can make.
Talk to us, it takes 15 minutes to write your honest feelings down and just say "Hey we screwed it up ya know, and we understand its really craptastic that people who weren't cheating got basically cheated themselves out of items with limited resources. We don't know how to fix this on a massive scale without reintroducing the bugs we sought to patch. So here is what we are thinking, though elder dragons are rare, perhaps we can create a DLC with minor dragons that drop a small amount of dragon materials. These foes would be about half as hard as elder dragons in most instances. It will take us a couple months to introduce this. Sad to say after launch, development funding gets cut a lot, but it's the best we can do right now. If you guys prefer us to do something else, let me know here and we will try to figure out the best solution possible."
I mean how the heck hard is that, or even just say "We done goofed, lol soz, but cant fix. wut wut" if that's all you can muster.
