I just updated my game with patch 3 and I can't import custom world states anymore. It worked earlier today, before the patch, when I was trying to create a new character. Now I decided to give it another try and when I logged back in, it automatically updated my game and it doesn't work anymore, it doesn't appear to even look for custom world states anymore. I'm logged in game and in Keep, I tried loading different world states, creating new ones, nothing works. Fix this please.

It seems that it's Keep problem, not a patch problem (people who didn't apply the patch couldn't either).

You don't have to wait anymore. According to Bioware the issue has been fixed. They added the following statement:
"UPDATE: The issue has now been resolved, and world state exporting has resumed as normal. Please note that this was unrelated to the recently issued DA:I patch. Thanks for your patience!"
