No.
It isn't bound, you have to bind it yourself.

I know where it is supposed to be, I know that there should be a 'toggle walk' in my key bindings, which should be blank. But... there isn't.
Yes. I checked out the Influence glitch and that was gone. So... something was patched.
Try repairing the game, it's a shot in the dark but couldn't hurt (in the main Origin window, under My Games, right click Dragon Age: Inquisition then click Repair Game). If that doesn't work, a reinstall might be in order.
I am having the exact same problem. Game is patched, tried repairing, still no walk toggle under options --> key bindings

Yep, I do use mods.
Or 'used' as I try a reinstall now.
Simply deinstalling mods and 'repair' the game didn't work.
Not ready to give up yet (even though my internet connection seems to do that... [edit]No, it's not my internet connection. Steam downloads just fine. It's Origin. Origin that for now two hours is trying to download the missing 500 MB for the game. Constantly stopping, then starting again with 2.somethingMB/s just to go down to a straight standstill again. Not my EA day.[/edit]

Remove the cutscene framerate fix or the Nexus mod utility and, you should have the walk toggle available to bind. Both of those are interfering with walk toggle.

If using mods : there`s a new version of the Mod manager out, made to work with patch 3.00 - just reinstalling my mods with the new manager did the trick for me , did not have to reinstall the game .
& now I can walk
!
