Rapid Shadow Strike and player level

Currently I am at level 9 and making my way through Donovan Hock's vault. I have been targeting basic troopers with overload then following up with a Rapid Shadow Strike from Kasumi. This has been working pretty well: she seems to be able to kill a full health trooper with just her Shadow Strike power without any help from weapon fire. My question is: at what level will her Rapid Shadow Strike no longer be able to take down a full-health, base-level, unprotected enemy? (insanity)

An interesting question.  I think SS is generally underrated compared to its much-lauded sister (Flashbang Grenade). However, I've only ever used Shadow Strike as secondary protection stripper.  It's great for this because of the 2x multiplier against shields, barriers, AND armor, as well as staggering the target, while also being entertaining to watch!  (The one drawback is the long delay before it actually hits.)  

 

Against health alone, it's probably tougher to argue the value of SS compared to other options. When you have an enemy down to health, there are lots of ways to instantly immobilize it (so it stops attacking you).  But perhaps one benefit of shadow strike is that it allows you take out enemies cowering far away from you, where they are not much of a threat now, but you don't want them to come back and haunt you later once they unfreeze, drop out of pull, etc. With SS, you can just tag them for doom, and then stop worrying about them.

 

Maybe someone with more tech knowledge of game mechanics can tell you the health level of an ordinary mook at level 30.  According to the wiki, SS does 450 or 550 damage at rank 4 (depending on evolution).

A new data point: I am now at level 28 and Kasumi's Rapid Shadow Strike is no longer able to take down a full health basic mook. She can get most of their health bar gone, but there is still something like 20-25% left.
