Is "Red Jenny and the Trail" war table mission unlockable?  One website said that it should unlock after complete Red Jenny and the Tantervale Charade.  But the Charade seems to be the last Red Jenny mission on my war table.

I'm almost in the same boat.  The last "Red Jenny" mission that was available was "Red Jenny and the Imposters".
