Is it normal that it decreases units training? I think it is not o.0
It goes from ''BEST'' to ''EXCELLENT''

Also, how to reach the best of the best training level?

You have the Captain's Company, so that plus Best training should get you to Best of the Best.  The problem is due to your slide back from Best to Excellent.  Several things may have caused this - mainly bringing in too many new soldiers at once, either through the keep's growth or through some decision you made.  You might have accepted the men from the new village (if you consult Kana, she tells you some aren't up to your standards;  you can then accept only those who are good enough).  I hope you didn't bring in the conscripts/levy;  that may be irreversible.  You might have assigned Jalboun to training - that can be fixed, just send him out on patrols (the only place he should ever be used), assign Light-of-Heavens to training, and assign the men to train/garrison for a while.  Hiring the mercenaries might have lowered your quality (again, if you asked Kana she would have told you they were good but not as good as your own men);  this, too should be fixable.

 

Let Katriona handle special missions and Bevil handle roads and merchants.  LoH can do anything, but she should stick to training or recruitment because the other sergeants can handle the other tasks.

I accepted only the people from village who were at my standards, i did not accept mercenaries, and i didn't bring in the levy. I'll try putting light of heavens to training, as you suggested,,,Also, i don't think it is a matter of number of soldiers, because the training quality shifted right after i formed the company...
