Glowing key(mage) possible spoiler be warned

Someone mentioned to me about a quest I never got after finishing my 1st run through the storm coast(I assume I'll need to return here later for more quests since I can't reach the lyrium deposits). I found an abandoned cottage with a locked  and unpickable door and someone mentioned you had to kill a strong rebel wizard in order to get the key.

 

  Questions are; A) Is this just some random encounter that you may or may not run into

                          B) is there a specific set of circumstances that triggers his appearance that I may not have come across yet(like as mentioned above, maybe he doesn't show until i return there for follow-up quests? or other specific conditions like overall story phase etc)

 

   Don't need a spoiler answer on this, just keep it vague if questions a and/or b are relevant and i'll be happy. I've spent hrs looking for him btw and have yet to slaughter the fool for his key lol.

The encounter is random and it doesn't necessarily happen very close to the cabin. I have no idea what triggers the encounter.

argh! when cursed with a pre-existing condition called Murphy's syndrome, random encounters are the LAST thing I need roflmao. Thnx for that robertmarilyn, I'll do other areas and try again at a later time in the game as my poor pony and I are both tired lol.

My 2 playthroughs I have found the mage up the hill right before the Templar Enclave that opens up once you do the War Table Mission "Red Templars on the Storm Coast". So looking at the entrance to that cave, right to the left is a hill with some pillars. That's where I've found him both times.

For me I had to find the cabin and try to open the locked door and then I went back to the starting camp and started making my way toward the hessarian place and met the mage along the way.

Easy to get the mage. Go to the cabin, try the door, travel to a camp, any one will do, head for another quest destination (even a shard or astarium) and, the mage will be in route. Happened every game so far for me, no matter the camp or destination I choose but, it seems you do need a destination that provides a map marker.

I've always found him just down the hill from the cabin. Maybe I've just been lucky.

I think you need to check the locked door in the cabin to trigger the rebel mage to spawn.
