My mage seems to miss a lot of his hair while wearing hats such as the inquisitor's hat. There also seems to be some Issue with Solas and his helmet

It's not really a bug, per-se, it's a design choice. All hats have a leather cap built into them that covers over hair and things of the like. It's on the 360 as well, so I imagine it was just a design choice.
It does bug me a bit, though I have gotten used to it.
That's the intended look, which I throw into the list of odd ascetic choices made by the devs this time around.

The only cool looking helmet is 'Dread'.
If people call design decisions bugs in a game that EAWare always wanted to make what does it say about EAWare?
And we shouldn't be forced to hide our helmits either... that is ridclious. We should be able to enjoy our hats and helmits without seeing paint all over our scalps... you know like the guy in the photo. Look how nice that hat fitted him. Why can't our charecters be the same?

This is definitely a BUG. Bioware devs could not figure out how to have hair and hats/helmets co-exist. Heck, they only barely managed to get hair in the game at all - just look at the state of facial hair as evidence of that.
That hair covering monstrosity you see when wearing hats? Yeah, that is something they conjured up as a workaround. If that wasn't there, your character would simply not have hair when wearing any head gear.
If you believe anything else Bioware has to say on this matter, then you are fooled by their lies.

At least that's one advantage of Qunari characters, don't have to worry about that weird leather cap crap. Our glorious horns and horrible hair are available for all to see. No matter what.

odd ascetic choices
This is a very strange appearance choice, if it is one. To me though, it feels like something simple they would use to test hats when the game was early in development. The "blank" whiteness supports this. I think it's definitely important enough that they should have prioritized fixing it before launch (or now!) though. Why have hats in the game if it just forces people to turn them off? Unfortunately, whether a character has a buzz-cut or long hair, they all get this treatment, and the colour doesn't even match your hair colour. Instead they made everyone look like Pierce's dad.
Advertising pictures, as well as the Hunter from MP show that it can work if they try. For those interested, there is a way to partially fix this issue. I apologize to whoever found this fix, but I can't find their thread to link it, so I'll explain:
Have a companion wear a cowl/hat. Have them use a mount, then dismount. Your party's hair should now appear until your next load. Hair can clip through still, but it can work with depending on the hat/hair combinations. Hope it helps!
I would go with design choice, as there are similar helms in SWTOR.

The problem with the hair turning white when wearing hats is still a problem, though.
Especially jarring for Vivienne, as I have her wearing fantabulous hats... and her hair turns white because it can't handle the awesome.
Funny thing is, Blackwall can wear these types of hats and it shows his hair just fine.
