I don't know and I never bothered to find out. The first and last time I tried to get some questions answered by the design team they were passed out with beer bottles and month-old rotten take-out food scattered all over the place with mold growing on the walls.
On a less unhygienic note, it is my great pleasure to inform the teeming masses that as of yesterday I abandoned my post taking as many boxes of donuts I could. See you all, suckers.

I would presume the barrier depletion rate is at least slowed so that your partial recharges are the same kind of rate as normal but you just have a stronger barrier now.

Fade ShieldYou draw back the energy released by your enemies in your attacks against them. Any successful attack strengthens your Barrier. The more damage you do, the more powerful your Barrier grows.
Barrier: 30% of Damage Dealt
Is it 30% of your fully buffed Barrier total, or 30% incrementally?
Example:
My normal Barrier max is 2,004.
Strength of Spirits buffs this by 50% so up to 3,006.
(1) I have Fade Shield and I hit 1 enemy with a massive crit for 6,000 damage. What is my Barrier now?
(2) I have Fade Shield and I hit 6 different enemies for 1,000 damage each. What is my Barrier now?

Thanks for the reply, it is much appreciated. It's great wo be part of a community with some two-way communication. Is it possibly for us to see some actual numbers though? Why is everything so vague, the patch notes and the in-game information is needlessly opaque. Just compare these patch notes (that we had too google to find, on your blog, btw) to notes released by Blizzard for example, or the in-game information to the info on just one skill (I believe, haven't played it in a while) in Path of Exile. Making things harder for their customers instead of simplifying.
For a company as reputable as Bioware, this sort of thing is odd, to say the least.

We appreciate some feedback, but the vagueness feels out of line with more progressive developers.

Presumably these are done to internal issue tracking and release management anyway, so it just takes their community manager some time to compile and distribute. IMO this is a much better way to handle feedback to players regarding an update or patch.

Yes, but it's not just Rebecca. The dev culture at DE as a whole (e.g. the biweekly devstream Q&As; Steve, Scott and Sheldon's explanations of design choices and willingness to offer mea culpas if they turn out to be bad ones; the attentiveness of Megan and Glen to their respective platforms) is really enviable.

Believe it or not, Rebecca has a lot of influence in that. If I remember what Steve said, the Prime Time and Dev Streams were her idea (at DE), as well several other things like that.
There have also been times you could see Steve or Scott getting annoyed with the community only to have Rebecca knock them down a peg (which is funny because Steve is her boss). She's not afraid to remind them who is important: The players.
She has honestly been one of the most critical members of that team for Warframe, and not just by voicing Lotus lol.
