Before you ask, yes I have ALL the items I need bar the book. I have triple checked (watched youtube videos too) and the book is NOT with Blackwell in the stables nor with the Book Merchant in Val Royaux.
I noticed that I've already completed Blackwall's quest where we find out about his past, and passed sentence. Would this be stopping me being able to get the book? I don't want to be a Templar or Reaver!
On one playthrough I found the book on the ground beside the table with the wooden horse, on another it was upstairs.
So it turns out I HAD the book all along from somewhere, but the quest was glitching and telling me I still needed to get it - try contstructing a standard in Skyhold (in the quartermaster's store) or in any camp, and see if you can do it before trying to find an unobtainable book like I did
