Serault? How did you get those windows?
You get through one of the war table missions. You get as a reward after completing the second mission in the investigate Serault chain.
Did you play The Last Court? That might be required to get to the war table missions. I don't know that for certain, but the setting (Serault) and one of the characters mentioned (the Marquis of Serault) in the war table missions are from The Last Court game. In fact the Marquis of Serault is your player character in that.

Oh I never played the last court... Which probably explains why I never got to the war table missions. Would have noticed if I did, because the only things left to do are gather money and resources. Damn, well that sucks.

It's worth checking out if you're ever online & bored. It's free, and part of the Dragon Age Keep. Also it provides some lore on a region of Orlais with an interesting past, and Morrigan makes a cameo.

I thought the red circle drapes went well with the red tevinter carpets myself. What I never understood is why you would choose any heraldry and banner apart from the Inquisition's. "Sir, this area appears to be claimed by the Grey Wardens. No soldier, it's the Inquisition; they just like to use Grey Warden banners for some reason."
Maybe the dalish, free marches, circle and andrastian ones depending where the Inquisitor is from, but even then it's a stretch.
