I don't know how it happened exactly, but I imagined (for some ungodly reason) the rise of Megatron and the Decepticons from Transformers happening the same way as the Inquisition's.
You have the founding, driving member (Megatron in this case), an inner cadre of personal advisers already dissatisfied with the status quo (Soundwave as the spymaster, Onslaught as strategy, Starscream as connections), personal allies and followers of the founding member, and many, unfortunate victims of circumstance. All of these people band together and begin standing for something labeled off as lunacy by the established order. That small initial group gets the ball rolling, and becomes something much bigger.
Favors and alliances, compromises and promises, friends telling friends, sympathizers recruiting the uncertain, fans of Megatron's writings on the corrupt Cybertronian political system... the ball gets rolling into something much bigger.

- Onslaught as Cullen, the passionate commander.
- Airachnid as Vivienne, the smug, well-dressed femme fatale who has horns.
- Swindle as Varric, the suave but ever-capable businessman.
- Deadlock as Cole, the well-meaning one who can easily fall into
- Shockwave as Solas, the pointy-eared, no-nonsense smart guy.
- Turmoil as Cassandra, the oft-disgusted warrior (I couldn't find anyone else).
- Megatron as The Inquisitor, the driving force.
- Overlord as Iron Bull, the guy who has way too much fun killing people.
- Tarn as Dorian, the wickedly cultured guy who can kill you as easily as breathing.
- Soundwave as Leliana, the spymaster searching for a purpose.
- Knockout as Sera, because I couldn't find anyone else.
- Starscream as Josephine, the connections in high places.
- Lugnut as Blackwall, the big defender. Also that because I couldn't find anyone else. Again.
