What is that for?  200+ hours of staring at it and never figured it out.

Well early in the game one lock is there until you acquire a mount.  That's the one to the far right.  There's another lock next to your potions if you haven't used the perk to open up the third slot that allows you to carry three different types.

Thanks, but that is not the icon I am referring to. It is not part of the UI but on the right side.  I'm at work or I'd take a pic.

Hm I don't recall this. I checked my game (using keyboard+mouse interface) and can see no lock icon anywhere, there used to be one on the third potion slot and on the call horse slot, but apart from those I don't know.

Bah. I just googled screenshots and it is the place holder for the mount. Aaleel was correct.
