I recently picked up ME3MP again, after a year long hiatus.
I have all the weapons except for some of the Ultra Rare ones. So my question is; how do I max out those? Should I be buying Premium Spectre Packs (since they have a higher chance for URs) or just go with the Arsenal pack?

I do well with Spectre packs (30 to go, mostly Reckoning weapons, all pre-Earth Weapons Maxxed)
I think Mgamerz found out that 7.5% UR chance is hard coded in the game. So, going with either PSP or AP doesnt make a difference. Only thing you can do is to upgrade your common/uncommon/rare stuff (in that order. A lot is said about this, so I assume you already know that) and hope that URs come along the way.
Just one more thing: Spitfire sucks on lvl <10 (IMO). I used it once on the Destroyer, without Adrenaline Module. Luckuly, it was Giant/Cerberus. Just staid in the LZ, moving is so overrated.

Looks like I'll be going for Arsenal packs then.
Buy APs -- don't get character cards -- unless you promote a lot and want them. And I don't really think you want the Spitfire...IMHO. Maybe on Puggernaut with adrenaline module--still slow as molasis but most effective with the thermal sight.

I see you have Typhoon, go out there and pretend it is spitfire, just like I did with my Geth Engineer when I couldn't unlock Geth Infiltrator.

OK, with incendiary ammo (I've done that and you will want an adrenaline module), but a Typhoon is way better choice IMO. Sort of off topic, WHERE is Crashsuit?

I mostly use AP with the Trooper, so I can shoot through walls as well. And yes, Typhoon is a better choice in general, but sometimes I just need a match featuring ridiculous dakka.

Have to disagree, the Spitfire on any level, on a Destroyer, with extended mags, is hilarious.

I played two games with him a day or two ago.
If you aren't into cheating then rocket farming Glacier or Jade on Platinum is the best way to make money.
Don't bother. Just make a new account when you have rares maxed and at least a level 1 of all UR's, unless you want 300 hours of getting mostly double Cryo IV packs.
