I see a bunch of elves dying, tbh. The way things are now, they'll never be able to "rise" again. You encouraging them to go extinct faster doesn't really help that.

So if I put Gaspard as Brialas puppet make the Dalish Keeper leader if Wycombe plus a Dalish Inqusitor on top of an Elven HOF I can set the stage for elves rising. Yes I know now that Inqusition is out people don't pity the elves but I'm looking forward to this
I think it's more of an issue that you can help provide pro-elven outcomes. The elven Hero of Ferelden can potentially become the new Bann of the Denerim Alienage (as Tabris), the new Teyrnir of Gwaren, or even the Arl of Amaranthine as the reigning Warden-Commander. Inquisitor Lavellan commands the Inquisition (and maybe the portion of the Dales where the elven fortress is located), and can forge alliances with nations.
Orlais can become an empire under the rule of Briala, supported by an alliance with an elven Inquisitor that intimidates other nobles who oppose her. Wycome is a bit of an unprecedented example, likely only possible because Lavellan being an elf is changing the attitudes of some people about elves (since some think the Maker chose an elf for a reason).

"Elves rising" does not mean "elven uprising" ![]()
The latter, admittedly, wouldn't be a good idea.

Elves are basically reverse-Batman. Why do they rise? So they can fall even harder.
I'd say that's not fair, but Bioware had them lose a war to and get conquered by Fantasy-France. That's just plain mean, no one deserves to lose to the french even in fiction!

Know what it won't do? Give them the social standing for that to matter. Open a school in an Alienage. Don't pick every elf you find for leadership unless they actually prove themselves as leaders.

So, how irrelevant will these choices be?
You can make the most powerful empire in Thedas ruled from the shadows by an elf, yes, but it is simply impossible for it to make any meaningful difference in the future because there are two other vastly different alternate options.

The blackmailed-puppet thing was severely overplayed. It would have been much better, and more plausible, if Briala had asked for a few reasonable concessions from Gaspard instead of setting herself up for some horrible revenge later down the road by trying to puppeteer him.

Ironically enough, France, up until the Franco-Prussian War, had a long-standing reputation as an overly-aggressive military power.
Of course, that was quickly forgotten after the Germans slapped them in three consecutive wars.

You say that as though it's easy. Considering that it's illegal for elves to be priests or be involved in politics, the Chevaliers have an intiation where the have to kill an elf, and people saying that nobody will ever convict someone if they only kill elves, I'd say elves will never get anywhere without help. Good thing Celene+Briala and Leliana are there to help.

It isn't illegal for elves to join the Chantry or Templars, is just rare

Yeah, some effects in the game just don't seem plausible (like softened Leliana-Divine epilogue; talked them all down, REALLY?)
Much more plausible would be result not unlike the one with Briala reunited with Celene - a noble title and position in court... There's only so much you can do thanks to blackmail - and it tends to grow old, after a couple years the strongest part of blackmail would be actually "you were being blackmailed by an elf, what will happen when people see how weak you are?" - and that one hurts both sides...

Since integrating works soooo well for them. Unless you mean "let's forget everything and only have sex with human so our children are not elves at all", but I don't think that's integrating anymore...
