Windows 7 x64 -- Intel Quad @ 3.2Ghz, nForce 790i chipset, 4GB RAM.
Onboard Realtek using analog speaker jacks, driver RTKVHD64.sys. Tested previous driver version, running current driver 6.00.0001.6029 Date 1/19/2010.
I have the same issue others have been reporting in various other posts, but with misleading titles. Dialog content is very faint and can only be heard with my speakers amped very high and all other sound sources (including music/game sound) turned almost off. Even then there sounds to be little or no bass applied to the speech.
I had this problem with running the Realtek chipset in Hardware mode in ME1. I don't see an option in ME2 to switch to Software mode.
Considering most onboard systems use Realtek chipsets these days, you would think it would be the most QA'ed audio chipset of the bunch... I suppose the real technical team was too busy with Dragon Age: Origins. I had no problems with that game.

It seems that ME2 has new audio subsystem "WWise".
Per that vendor's website, there are init settings that can be tweaked for the voice issue. They don't publish these settings to non-customer/developers.

It's sure to be some setting added under 'WwiseAudioSettings' in the .ini or a patch that could fix the issue.

***Update*** Interesting to note: The voice of EDI on the Normandy sounds perfectly normal. It's only the people talking that are affected by the faintness issue.

Yeah I'm getting the same issue. It's pretty annoying that I can't enjoy the good voice acting!

I was able to resolve my voice over audio problems on the Realtek chipset in windows 64 by doing the following:
open speakers properties
go to enhancements tab
check disable all enhancements box
then I opened 'sound' by right clicking the speaker icon in the system tray and clicking 'playback devices' (this is also accessible from the mass effect 2 configuration utility among other places in the OS)
click on the icon for the 'speakers' from the playback device menu
hit the 'configure' button in the bottom left corner
from this menu i selected 'stereo' from the options and hit next
from this menu i selected both front speakers as 'full range' by checking the box and hit next
finally i hit 'finish' and then 'ok'
When I restarted the game the odd effects on most voices were gone and I could hear everyone clearly. For example, before changing any settings in the intro video when joker was talking over the PA and again in the cockpit dialog I was unable to hear him at all for almost every line. Now it works fine. Obviously this is not an ideal solution since I no longer get center or rear channel audio but it did work.

Same here. During the intro scenes, the voices are very faint.

The solution of disabling the all enhancements box didn't work for me.
Fortunately, I have a good USB headset with its own its own hardware processor, and that works perfectly fine (switching to make it the default device).

Having a resembling problem. I have 5.1 speakers and when a start the game all 5 work fine but there's no bass. When i switch center and subwoofer channels, subwoofer works almost fine but vioces become very faint and with bass (that is not normal). To avoid this problem in ME1 i used software acceleration of sound but i can't find any in ME2 Conf Utility or .ini files.

have the same issue, resolved it by using the digital output on my Terratec DMC 6Fire USB still annoying though, looking forward to a fix for this
