1) You are teaming with guys you have the best ping + region nearby u.
2) Invisible monsters = bad connectivity between you and host.
3) You character level or prestige doesnt matter with matching ppls together.
4) The game will get easier as you gain items and promotions.

So your'e saying the community exists , is active and consists of a pretty large player base and I was just unaware of it ? that's good.

I think the chat is voice activated by default, so if you talk you should see a little icon light up next to your name (if you are in the lobby). If you are refering to the fact that nobody is replying to you, it might just be you being unlucky with your team mates. The teamwork in DAI often looks something like this: 
The game is hosted by you or your peers, so connection troubles likely stem from someone in the party having a bad connection, regarding your other bugs: It's a pretty buggy game, although patches sort of improve things.
I'm not sure why you get the same people all the time, I think the game prioritizes player regions, so it might just be that your region doesn't have that many players. There's also an optional (at least it was optional when I got it) DLC, with some new map variations and stuff, and if you don't have that one then you'll just get paired with other players who hasn't got it. Try looking for "Destruction DLC" on origin or your console equivalent, it might sort out a bunch of your troubles, if that's your culprit.

Second the Destruction DLC download. There were very few players playing without it last time I uninstalled.

Or it could be someone who made an account to complain. You need to have a verified origin account to post here. I actually tried to make a second account to use as an alt while I was banned but its just too much effort to really be worth it.

are there like ... 50 people playing the game over europe or something at any given time ? I get the same pick up groups , same people , multiplayer world feels so empty like you are all alone all the time
This is a great piece of information. I've always wanted to know how the Region-Lock Matchmaking affects other people, particularly those living in privileged regions. It seems like it is not specifically a third world issue as I had previously thought.
Now, if there are "50 people playing the game over europe or something at any given time" , you can imagine how many there could possibly be in South America. I am lucky when I can find a Routine game during Primetime.

Same. Problem is you apparently need to have games tied to your account to start content or make posts.. all I could do was like posts.
