What puzzles me is that the OP makes it sound like everyone who creates female elf characters is attracted to female elves, whereas I'd wager a lot of the players playing female characters are actually, you know, straight women (myself included, and I'm pretty sure my Lavellan falls to the "looks like a teen" category).

This is a fantasy game. The creature in question is not a human and as such human values of aging does not apply. Elves in fantasy are typically younger looking than humans. The key phrase here is CONTEXT.
Additionally, this is a fantasy are marketed to adults. Adults should possess the capacity to enjoy their fantasy and not enact them in real life, this is one of the criteria that makes us adults after all. So, if people want to make adolescent looking or young looking female non humans and roleplay with them, it is not an issue.
Moreover, from the pictures you show, they depict female with neotenic features, which is not necessarily features that are restricted to a young human. Here is an introduction to Neoteny :- http://en.wikipedia.org/wiki/Neoteny. If you read that you will see that the list of neotenic features :-

well you got to think that elves have longer lifespans than any other race, so they age slower for one, plus in my opinion elves are the mystical beauties of the Dragon Age world. I make younger aged characters anyways cause I don't feel like playing an old geezer trying to swing a sword (you know in the medieval there were rarely soldiers fighting in their 40's). Also someone said they see grizzly old veterans of Shepard from Mass Effect. To me it makes no sense to have high complexion as Shepard is 29 years old by the end of Mass Effect 3, you're not going to look that old lol. My last thought, todays gamers is a young audience, it's going to make sense for them to have low complexion/ young characters anyways. It's all based off your preference and if you see most people like young characters, then that's where the majority are at in their preference.

If what he is saying is true and the writers don't want to be seen as virtual pimps then why did they pump up the nudity in this game. I have to admit some of the romance scenes I have seen from the game are cringe worthy. I romanced Jossie for the extra content and that romance was fine the way it was I can see the need to take it further if they are uneasy with how the romance scenes has the game being portrayed by popular media.
Dragon Age in general represents elves in the stereotypical style of modern fantasy (Lithe, fairy like appearances) Dragon Age might have more lore supporting it considering ancient elves were immortal so perhaps they age differently from humans. People like to role play in RPGs (go figure) so perhaps they want their elf to appear similar to other elves in the game.
I'm 27. People usually assume I'm 16; it runs in the family, as people sometimes think my mom (who had me at 25- she wasn't a teenager) is my sister. I look young, and it's annoying, but I still often make characters who look young, too.
I also think that the mage elven inquisitor is probably supposed to be around 19 or so (and rogue and warrior probably not too far away from there): I play my dwarves and Qunari as being more in their 30's (mage human can be any age in my mind, human rogue or warrior is probably young 20's at most as they still haven't joined the Chantry in traditional youngest child fashion). It's also hard to make the elves look more mature with the absence of wrinkles (and although my computer can take the ultra setting, I've been playing on low as I hate the Skyhold loading times- which means horrible shiny hair and my scars and complexion often disappear).
It's also who you are and who you know. Many of my friends are Korean and Thai: I'm used to 'younger looking faces'. I do also watch a lot of anime, and I do like larger eyes.
(Having said that, almost all my characters are dark skinned. Because they can be. Save for my male human who I pretended was Irish, because if Sebastion can be Scottish, he can be Irish.)
And, yeah, I'm female. I'm not sure why there's this assumption that all these 'young' looking elves are made by guys 'perving' on them (which would really be none of your business even if they were): I would guarentee that probably at least 80% of them are made by gals who are just making a character who looks 'cute' to them.

That is because that 17 year old back in 1996 playing the original Playstation is now a 36 year old adult with a fulltime job, spouse and kids. That 13 year old in 1986 playing the NES is now a 42 year old and so on. Also gaming as a form of entertainment for adults is much widely accepted than it was 25 yeara ago.My last thought, todays gamers is a young audience, it's going to make sense for them to have low complexion/ young characters anyways. Bad skin doesn't necessarily make you look older and good skin doesn't necessarily make you look younger. There are facial proportions people associate with children but many adults retain them as well. (It's common for Asian people for example to retain rounder facial features, smaller nose and bone structure, shorter/wider face, etc...)

Now why a 30+ person who stays away from creating older looking characters is a topic of its own. I believe it has to do a lot with society placing greater emphasis on looking young whereas looking your age is something to be avoided. This extends to how people create their ingame avatars because I guess being "youthful" looking is sometime to respect and desired. Then again, we are generally superficial. I also think much of that is directed towards women. Stats about gamers aren't typically all that useful to a discussion like this as they include people who play mobile or social media games, which isn't really relevant when talking about games like Inquisition. I will agree that the average age is probably going up though, largely thanks to the generation that grew up gaming is now a fair bit older.
As for myself, I'm 25 and when creating characters I tend to use a specific character of mine. Some of them are younger and some of them are older, and they don't all look the way they do because I created what I found to be attractive. Also keep in mind that when society places an emphasis on women looking younger they're talking about roughly 18-25, not the 13 year old that your title implies we're apparently finding attractive.
but then it's been mentioned many times that a lot of people either aren't making absurdly(under 18) young looking characters or aren't doing so because of attraction, so I'm not sure why we're still insisting that's the case.

I agree but that will never happen because we men AND women place SO MUCH emphasis on women hiding their age and looking young. Sad, but thats our society.
Most of the female NPC's in DA:I were 40+. Cassie, Vi, Jossie, Leliana and Morrigan to name but a few. The only one that was early 20's was Sera.

Leliana and Morrigan have not aged a single day since the 10 year timeskip of DAO. they look closer to late 20s or early 30s.
