So in the description for the passive ability pyromancer, its says that, "You have mastered the summoning of fire, increasing your effectiveness when panicking or burning enemies." Then it lists its effects as: Burning Duration Bonus - 25%; Fear Duration Bonus - 25%. Does it only increase the fear bonus for fire spells that cause panic, or for any spell that causes panic?

I'd like to know this as well, since Necromancer also got Pyromancer and I'm not intending to get Flashfire for her. But if it'd boost her Horror spell it'd be great.

the description use different wording for horror and flash fire
but both of them cause enemies to fear status ,no other addition status
but the duration for 25% 6sec->7.5 sec
i really don't think it is necessary because 6 sec is more than enough for your team to kill them all
burning duration is also not important consider all the time your team should kill them b4 the duration expire
i would say you should get other passive prior to this.
1st piriority
death siphon (20mp + 10%heal on kill, you get benefit from anyone got kill )
unsullied victim (25% damage >50%hp enemies )
power of the dead ( 20% damage when you kill)
2nd
winter stillness (basically you get mp from death siphon , if you want more get this)
ice armor (depends on your build, if you get blizzard or ice mine , you want this. but you won't be tank on perilous)
virulence(depends on your build, you may want it asap , or drop it)
3rd
calculating ( only increase attributes number , but still better than nothing)
overwhelming force (enemies get lower health than you probably die with or without this passive)
pyromancer(as mentioned)

Well that does depend on your team really.. I find on higher difficulties that stacking DoT can work wonders, and having enemies running scared means not being attacked by those damn archers... The longer the better I'd say.
With Elementalist you have to go through Pyromancer to get Death Syphon so it is a nessecity. Besides; Immolate does 150 % weapon damage per second, Firemine 200%, so having 2 seconds extra is not bad.
For the Necromancer it's not worth the extra 2 seconds of fear

yes it is true
but if your team can't even kill enemies within 8 secs for room of enemies on perilous
you will not benefit much either.
it probably end up with not enough dps and the team are all dead
for elementalist , you get flash point. you can cast another fire spell b4 easily
for the typical build include firewall and immolate , they stack together, your burning duration for more than 8 secs is rarely needed
you only force to get this passive because of Death Siphon
it is good for only wave 5 boss fight. they get enough HP for you to burn
(the same for "control of elements" give you 15% duration bonus)
so i put this on lowest priority.
