You can not aquire Michel de Chevin as an agent unless you intitiate the quest by talking to him before you go to Suledin Keep.
If you haven't spoken to him he will not turn up at the front gates fighting the red templars, telling you that it is your task to take Imshael down. You will have an exclamation mark on your map forever at the front gates of Suledin Keep.
