I didn't find it to be bugged for my playthrough...there's no issue of timing being an issue? I know I was kinda slow at first in getting the sequence and had to deal with the pillars rising back up. Do you notice anything else about the bug? Is everything moving as it should, and just the globes aren't lighting, or do things seem to be sticking? Are all the gates opening when they should? And are all the companions staying where they're supposed to? I'm sure other players have had this issue. Maybe something will stick out?
All of the switches, torches, crank, and floorpad can be interacted with. The switches and gates function as they're supposed to. The floorpad successfully lowers the statue, however the globe behind the statue cannot be lit despite being struck by the stone archer multiple times. The same goes for the crank's statue/globe. The statue which is tied to the three torches is permanently in a lowered state, and further interactions with the torches do not change this. The globe behind it is similarly unlightable. The fourth globe, tied to nothing, was successfully lit and remains so. Though the "Hold Position" system is cumbersome, both the timing and positioning of my characters has been correct (over multiple trials).
I did it before this patch and the only issue I had was with my stupid companions sometimes ignoring the hold command.
I would suggest checking a lets play and see if you for example hadn't missed something. If not, then I would suggest leaving the zone, traveling to Skyhold or any other zone and then back again.
I watched a youtube video of the puzzle being completed to make sure I wasn't missing something, as well as looking through several forums to see if anyone else was experiencing the problem I was. Leaving the zone and returning was attempted and unsuccessful in fixing this issue. Perhaps the patch has introduced some problems with this puzzle.
