Investigate the Strange Chalk Markings

Hi there.  I've played the early part of the game several times and I have questions regarding the mentioned War Table operation.  In some of my games it appears, and it some it doesn't.  I understand it's part of a chain, so I don't want to miss it.  In my current game, it appeared once but had disappeared when I returned to the war table.  Does anyone know what triggers it to appear and disappear and if I can get it back now that it's appeared once or did I miss my window to complete it?  I've tried looking online and there are many conflicting reports about it, from have perks in secrets, complete a single mission with Leliana, use one of the star-map things in the storm coast...  I just want to know if it's safe to continue or should I restart?

You get that operation if you complete a non-repeatable War Table operation such as "Hard in Hightown: Varric's Revenge" with Leliana. I believe it is only available before you choose an ally, but I could be mistaken.

That's a theory I've seen several places, but it is not correct.  I completed Address a Nobleman's Concern with Leliana and did not unlock Investigate the Strange Chalk Markings.  Then I proceeded to use her for Hard in Hightown and also did not unlock it.  It did unlock momentarily some time after Val Royeaux, when I used her for Truth or Dare, but quickly disappeared before I assigned her to it.

 

I appreciate your response but that condition is either not correct or not functioning as intended.  This has occurred in several of my playthroughs.  Indeed though, playthroughs where I do complete Hard in Hightown first and with Leliana seem to unlock this quest fine.  I'm wondering if it's a matter of how many Secrets you have completed on the wartable in relation to the number of Connections and Forces.  This is the only theory, beyond a bug, which seems to explain the behavior.

Could be tied to Secrets points. I'm usually pushing for that Deft Hands perk as early as possible, so I'm dumping points into Secrets from the outset, recruiting Speaker Anais for Secrets, and Witty Ritts and Tanner ASAP. I've never had it disappear before I've had a chance to put her on it.

I can't really tell what makes that mission pop.  I never have it show up immediately after Leliana completes an operation, but I have done zero testing about the actual prerequisites.  

 

Also, is it actually part of a quest chain?  It seemed like it would be, but I've never seen anything that seems like a follow up for it.

In this pt I'm on now, I saw the chalk mission on the war table and put my cursor on it to click it and it disappeared completely, so I never got to do it. I was able to do it in the last two games.

I saw there's a second part that gives a master demon slaying rune.  Unmask Those Across the Sea?

The mission is bugged, such that it will disappear if you complete an operation with Leliana between the time it's made available and the time it's completed (at least that's one way for it to disappear).

You need to check for it and complete it as soon as it's made available. It will never come back (though the followup operation doesn't actually appear to work at all, so it's not really that big a deal).
